Partners Consulting enables large municipality to manage costs and stay on cutting edge of JDEdwards enterprise technology
Overview:
The City of Oceanside, a major municipality in southern California, deployed Oracle’s JDEdwards Enterprise One and has a stated strategy to stay up-to-date on releases to avoid potential increases in maintenance fees. In addition, the city determined that the newest release had highly desirable features and functionality.
Problem
City of Oceanside had an objective to redesign the chart-of-accounts to better represent the cost structure and reporting requirements of the city. Likewise, it was looking to gain better use of Enterprise One’s functionality, particularly within the HR and Payroll applications. An imperfect initial implementation of the application prevented the city from taking full advantage of its capabilities.
Solution
Partners Consulting leveraged its 5D Methodology™ developed from years of client engagement experience. Using our methodology, we were able to provide expert oversight, monitoring, and reporting on issues that enabled City of Oceanside to make optimal, timely decisions throughout the project.

Partners Consulting completed a successful upgrade from Oracle’s JDEdwards Enterprise One 8.10 to 8.12, including the entire HR/Payroll suite as well as the entire Financials suite. We also assisted the city in installing and implementing User Productivity Kit (UPK) by conducting training on content development using the UPK development tool.
Partners Consulting’s upgrade of the city’s Enterprise One application included the following elements:
- Completed a successful upgrade from 8.10 to 8.12
- Conducted base level training to assist the user community in understanding the available functionality in the application
- Conducted UPK content development instruction for City personnel
- Performed and transferred knowledge of best practices in Collaborative Network Computing (CNC) administration
Next, Partners Consulting led the city through a complete redesign of the chart-of-accounts and deployed the new chart in sequence with the new fiscal year.
Partners Consulting’s redesign of the chart-of-account included the following:
- Facilitated sessions to determine the reporting and cost structure requirements of the institution
- Modeled the new chart-of-accounts in a test environment utilizing the city’s existing production data
- Deployed the new account structure and supported the first month-end close
Summary:
The city is now positioned to expand its application footprint and continue to extract value from the investment made in the Oracle suite of enterprise applications.
